Scholarship for study abroad students not getting applicants

We are struggling to get applicants for a scholarship meant for students who will study in a foreign country for one semester or more.
The application is fairly simple, so no roadblocks there. And it doesn't seem to matter what time of year I open or close the application.
I've reached out to several global studies departments from nearby universities to broadcast our application, but we still aren't seeing any applicants.
Any suggestions would be welcomed!

We have a similar scholarship. The majority of our applicants come from a local Rotary Youth Exchange program that refers students to the scholarship (these are high school students). Now when I go to schools to talk to current graduating seniors about scholarships in general I always plug the scholarship, telling them not to forget it's available when they're in college and studying abroad a couple of years down the line. But yes, we also receive few applications.
