Rolling Scholarship Application?

Does anyone offer a scholarship application with a rolling deadline, with applications reviewed as they come in? Can someone address the legality of such an arrangement - e.g. if eligibility criteria are clearly laid out, it is awarded on an objective basis, the scholarship is offered to a sufficiently broad charitable class, and the committee is approved and not controlled by the donor, etc. - it satisfies IRS laws?
